Legislature must fix small claims courts

The The Day article, "Small claims court makes winning a chore," (May 13), made me wonder why the electorate hasn't removed the members of our state legislature who are clueless and/or incompetent. I prefer to assume they are not incompetent, and therefore they must be clueless. If they are clueless, The Day article has poked a finger in the legislative eye to get its attention.
The problem of not being able to "effectively" enforce judgments is incomprehensible, and suggests a concerted effort by the legislature to protect some unknown categories of persons or businesses at the expense of the lesser class of persons being ripped-off. The recent Day exposé of the fat-cat who has essentially "stolen" money from his various prospective real estate "clients" is a classic case of an individual benefiting from the difficult, slow, and costly process required to effect a successful closure to a successful claim.
People are obviously not aware of the difficulty they face when attempting to collect, and they finally give up in disgust and frustration, with little or no help from government. Effective remedy demands that legislators get to work and provide better government than they currently do. The solution doesn't require rocket science.
