As of 5 p.m., 57 percent of Waterford's 13,076 registered voters had cast ballots. At District 1 at Ledyard Center School, 2,712 had voted by around 3:30 p.m. -- 53 percent of the 5,100 registered voters. More than 1,000 people had cast votes at Preston Town Hall by noon, said poll worker Rebecca Consolini. Lines had formed well before 6 a.m. Norwich registrars reported a 48 percent turnout of the 23,517 registered voters citywide as of 5 p.m., with precincts at the Samuel Huntington and John M. Moriarty schools leading with 54 percent turnout.
