Lights on for safety during bad weather

I find it disturbing to see so many cars, trucks and, also, official vehicles driving with their lights off on rainy, foggy and generally overcast days.
I believe there is a law about this. As a safety issue, it should be enforced.
My lights are on for safety. How about yours?
