Handicapped Space Users Not Necessarily Scofflaws

I am writing to respond to Richard Benken's letter ["Who Uses Handicapped Spaces?" Aug. 5] describing a parking violation in a handicapped parking space by an able-bodied fireman. Since the particular fire department was not specified, both myself, chief of Madison Hose Co. 1, and Chief Koczak of the North Madison Volunteer Fire Company contacted Mr. Benken this past week. I will assure the Madison residents that our firemen do not park in handicapped spaces maliciously.

What may have led to this misunderstanding is the presumption that only active firefighters have marker plates identifying them. This is untrue; the marker plate is a privilege of membership. Any member, active or veteran, ranging from age 20 through late 80s may display a marker identifying him- or herself as a member of our department.

After discussions with Mr. Benken, a specific vehicle was described and this particular vehicle does have the proper handicapped permit, as do at least three others of our membership. I would like to emphasize that just because a person does not exit his or her vehicle with a cane or wheelchair, it cannot be assumed he or she is a scofflaw or not handicapped. I wholeheartedly agree with Mr. Benken's plea to keep handicapped spaces open, but we also must realize many who don't appear to need this benefit actually do.

I expressed to Mr. Benken that I am always available to directly handle any questions or incidents. On behalf of our membership, I thank the townspeople for their support of the volunteer fire departments.
