Groton - Residents of Sandy Hollow Road in Mystic will get their curbs after all.

The Town Council's approval Tuesday of a plan to install curbs and driveway aprons on portions of the road follows an outcry and a petition from Sandy Hollow residents. Homeowners along the stretch between Allyn Street and Noank-Ledyard Road experienced erosion and runoff debris following heavy rains in August, shortly after the road was repaved and seed had yet to sprout in the new loam on the road shoulders.

Public Works Director Gary Schneider said curbing in strategic locations will prevent erosion without causing major runoff problems and prompt the need for drains.

Curbs were not part of the initial road resurfacing plan because Sandy Hollow is a town-designated scenic road. Changes to the road are prohibited by ordinance without good cause, and any changes require a public hearing.

Work is expected to start after winter. The cost of the project was not immediately available.

It's not the first time Sandy Hollow Road has been the focus of controversy. The idea of designating the road as scenic first came up in 1997. Residents petitioned the town, voicing their desire to not only help retain the rural character of the road but to address talk of development on nearby industrially zoned land off Flanders Road. Some feared Sandy Hollow would be widened to accommodate traffic from Interstate 95.

Ultimately, in 1999, Sandy Hollow became the town's second designated scenic road, after River Road in 1989.
