Groton Town

Louis Otero-Massauro, 24, of 93 State Pier Road, New London, was charged Sunday with second-degree failure to appear in court.

Mark D. Oneil, 22, of North Franklin, was charged Saturday with driving under the influence of alcohol or drugs, driving while using a hand-held mobile device, failure to obey a traffic control signal and evading responsibility.

Felicia L. Barras, 18, of 268 Flanders Road, No. 17, Mystic, was charged Friday with interfering with a police officer.

New London

Hallie G. Bidwell, 21, of 17 Seabreeze Ave., Niantic, was charged Saturday with possession of heroin, possession of drug paraphernalia, and failure to keep drugs in their original container.


Christopher Gallagher, 36, of 212 Prospect St., Norwich, was charged Saturday with third-degree assault and breach of peace.


Ramik L. Montgomery, 24, of 175 Poquonnock Road, Groton, was charged Saturday with of driving under the influence of alcohol or drugs, driving with a suspended license and failure to drive right.

Fanny Hermanto, 33, of 39 Water St., Apt. 3, was charged Sunday with driving under the influence of alcohol or drugs, failure to drive right and traveling unreasonable fast.
