Thomas L. Whalen, 36, of 2 Paddock Lane, was charged with being a fugitive from justice.
Police said the U.S. Marshal Service also assisted with the arrest.
Whalen is being held on a $250,000 bond, pending his arraignment today in Norwich Superior Court.
