Concerning recent publicity surrounding New London, Mayor Finizio's efforts to find a means of taxing residents in order to replenish the city fund balance, brings to mind a humorous quote by Jean Baptise Colbert (1619-83), who said; "The art of taxation consists of plucking the goose so as to obtain the most feathers with the least hissing."
